Charles Burton was educated in China and has served as a Canadian diplomat to China over two postings. In addition to his academic work he is a senior consultant to the Government of Canada and a frequent commentator in the national media.

All the political parties agree that promoting Canada’s prosperity through trade and investment with China is critical to Canada’s economic future. But there are other factors that muddy the relationship. For example, there is concern about Chinese cyber espionage that has been highly damaging to the interests of our government, military, and business in recent years. And the fact that China is ruled by a Communist Party in a single-party authoritarian system whose institutions are very much at odds with those of liberal democracies of the Western world has posed special challenges for Canada. This has also led to Canadians’ concerns about Chinese Government violations of the human rights of Chinese citizens.
