Accused child sex offender granted bail following cases from the 1990s

The accused was given 20 criminal charges including forcible confinement, sexual assault with a weapon, and administering noxious thing with intent.

Accused child sex offender Richard Neil has been granted bail.

On March 3, 2024, investigators from Peel Regional Police, Halton Regional Police, and Waterloo Regional Police, arrested and charged Richard Neil, a 64-year-old man from British Columbia, with 20 criminal charges including forcible confinement, sexual assault with a weapon, and administering noxious thing with intent.

Neil's case was known as Project Woodland, related to historical sexual assaults against children occurring from 1992 to 1995 in Kitchener, Brampton and Oakville.

Investigators arrested the accused on March 3, 2024, and on April 3, 2024, he was granted bail.

The courthouse would not provide any further information regarding the findings of the court that led Neil to receive bail. 

His alleged offences include the following:

  • Kidnapping
  • Uttering Death Threats
  • Sexual Assault
  • Sexual Assault with a Weapon
  • Sexual Interference
  • Invitation to Sexual Touching
  • Administering Noxious Thing with Intent
  • Forcible Confinement

The matter is scheduled to return to court on May 6, 2024, at the Brampton Courthouse in courtroom 206.

Courtroom 206 is a case management court.
